The Federal Government has created an environment of deteriorating living standards, abuses of the citizenry, and the near impossibility of achieving societal prosperity. 

 PRIORITIES

We next provide the initial list of alterations that should form the basis for unbiased, rationale drafting of an all-encompassing Constitutional amendment to address all of the waste, fraud, inefficiencies, deprivations of liberty, and crimes against humanity emanating from today’s federal government.

     Repeal of the IRS Code and how to replace it

The IRS Code represents the tax laws of the United States. It consists of ___ pages of incomprehensible text that is further complicated by thousands of IRS rules and Court rulings that are sometimes contradictory. The compliance costs alone are estimated to be $_____by the IRS itself and this number vastly understates it the loss of productivity that occurs as citizens vainly attempt to comply with it.

A consensus of leaders of all political parties agree the IRS Code has to be simplified, but these leaders also concur that any attempt to alter or simplify the tax code results in an uprising of any group whose special interest would be adversely affected by the common sense changed.

The only solution to this dilemma is to amend the Constitution to abolish the current IRS Code in its entirety and replace it, at least temporarily, with a set of rules (flat tax) that is not longer than 10 pages of standard (12 point) font size verbiage that must be comprehensible to any person with a high school degree.

We say “temporarily” because a longer term objective would be to abolish income taxes entirely, but this is not possible to achieve on an acute basis, and the Declaration of Independence warns of perils when forms of government to which people have become accustomed are inappropriately “abolished”.

Economic activity is guaranteed to surge at the onset of a simpler tax system. The modern tax code is completely out of touch with society, and must be changed for the betterment of all. A shorter code, a simpler code, and a fairer code without abusive loopholes, will undoubtedly provide such a boost in personal and corporate incomes that a greater sum on money will be paid into a treasury, with an even greater improvement in the standard of living for all.

     Foreign Military Actions Must be Fully Funded

The costs of military actions have always been high, and governments have historically had to “raise monies” before initiating military actions.

Our current system involves the United States entering into all kinds of foreign conflicts with no apparent “cost” having to be paid.

Expenses of military actions are both immediate and long term. The combined costs of the Afghanistan and Iraqi wars will total about $7 trillion dollars, which is almost half of the current official federal debt of circa $17 trillion. This includes long term costs of paying the tens of thousands of disabled veterans and their dependents. To give you an idea of how long term these costs are, the Wall Street Journal this year published an article about a family member of a Civil War veteran collecting benefits as of 2014.

The amendment we propose would mandate a high estimate of the total costs of any contemplated military action and require that these costs be paid in advance by all citizens based on their respective income levels. The purpose is to provide economic transparency to every aspect of foreign military campaigns so that the citizenry can rationally determine if they believe the cost in terms of dollars and lost American lives is worth the conflict.

This safeguard does not currently exist. Our current system instead relies heavily on “borrowed dollars” to fight military conflicts that saddle future generations with repayment of debt along with compounded interest. Of note, the United States is still paying interest on debts incurred fighting World War II.

      Forbid federal government from borrowing

There is near universal agreement that a significant portion of monies spent by government is invariably wasted and stolen.

To reduce the economic burden of this squandering of resources, and to restore more transparency to the real costs of government, there should be no circumstance in which the federal government can ever borrow money.

When emergencies arise, as the inevitably will, then the flat tax rate should be increased to fully funds the costs of dealing with a new war, natural disaster, financial sector bailout, etc.

Another option would be to allow citizens to pre-pay their flat taxes at a discount to future value. Under this scenario, if the federal government needed a $500 billion cash infusion, it could issue future tax credits of let’s say $600 billion to those who chose to advance the federal government money. An advantage to this scenario is that it would reduce future revenue from income taxes to the federal government, this reducing the ability of politicians go create endless “emergencies” that have bloated the federal debt.
